News: PACCD Board of Trustees Seek Public Comment to Guide Redistricting Required by 2010 Census


The Pasadena Area Community College District Board of Trustees is seeking public input on proposed redistricting plans for the representative areas within the PACCD. The PACCD represents the service area of Pasadena City College.

The board has partnered with the Community College League of California (CCLC) and Redistricting Partners to enable the process in compliance with the 2002 Federal and California Voting Rights Act. Redistricting is the process of drawing Trustee area boundaries within the district. It is done every 10 years after the release of the United States Census.

At its meeting of Aug. 3, 2011, the PACCD trustees voted unanimously to contract with the CCLC and Redistricting Partners to guide the redistricting process. Board President William E. Thomson noted that while the Board could have redrawn the district lines itself, it supported the option of having an independent, experienced outside firm to conduct an open and public process.

“This board action will insure our community that there will be 100 percent transparency in our redistricting process,” Thomson said.

Community members may express their opinions on the proposed area boundary options by going to The website also includes maps of the proposed options, information about the process of redistricting, demographics of the PACCD, and the rules that guided the creation of the area boundaries.

PACCD is one of the few districts in the state that already elects its seven trustees by contiguous voting areas to insure that every community in the district is clearly represented, making the PACCD chiefly subject to the Federal Voting Rights Act rather than California’s Voting Rights Act.

Several potential redistricting plans have been created to provide the Board of Trustees with multiple options that can be reviewed based on federal, and state law, and board criteria. The board will discuss redistricting at its Dec. 14, 2011 meeting. After careful review by the public and board, a final plan of trustee area lines will be filed with Los Angeles County Registrar Office and the Los Angeles County Office of Education.
